Levels differed (blind L2 vs audit L1); decided on re-examination of eny4TIHFNIQx_h236_f90_gate_wide plus the two frontage road profiles (eny4TIHFNIQx_h095 / h275). The gate is above L0 (it does not open straight onto the carriageway - a brick-tile apron intervenes) but the apron is a narrow frontage footpath, ~1-1.5 m of usable depth and partly occupied by a parked motorcycle, flush with the building line, with no railing/fence or recessed forecourt setting off a distinct off-carriageway assembly area. That meets 'minimal setback' (L1), not 'clear setback giving off-carriageway assembly space' (L2). The blind read fell: its ~2 m 'clear setback' over-read the apron depth. No separate pedestrian wicket in the zoom and no marked pick-up/drop-off bay, so L3/L4 are also excluded. Final confidence MED reflects the genuinely marginal L1/L2 boundary; L1 does not require HIGH.
