Deciding images re-examined. The blind read's L0 fell: the gate wide/zoom and frontage road views show a constructed reddish interlocking-paver apron on the ROAD side of the fence, at/near carriageway grade, running along the central school frontage — a walkable edge that exists, not 'none'. It is however discontinuous: it does not extend along the north approach (bare dirt/concrete drive, L_Vdh8Gno4ZD_h196), the south approach (concrete-then-dirt, FasxmA/r8OXtCF9oQqW_h205), or the opposite side (compound walls, vacant-plot boundaries, vegetation, bare dirt shoulders). That is L1 'exists but broken/blocked along most of frontage', not L0. The blind over-read it as a private raised plinth; the audit's L1 is upheld. Not L2: no continuous usable edge along a full side. Obs settled 0.7: the >0.15 audit(0.55)/blind(0.8) gap is the far eastern dense-residential stretch (~140-165 m, NAq7 2024-11 / vtLD 2022-10) and interior branch-lane edges, only partially assessable, vs. fully covered frontage+near approaches. Built form gives off-carriageway assembly space: a continuous metal railing/fence with poster panels runs along the property line, behind which a raised tiled plinth/forecourt (accessed by steps, with a covered porch) provides gathering space clear of the carriageway. More than a minimal setback (above L1). No separate distinct pedestrian opening can be confirmed with high confidence, and there is no crossing for a rail-to-crossing run, so L3 is not awarded.
