Disagreement decided on the gate panoramas (o4TEkUWNY-Hf h188 zoom+wide, rwsze2Ga8hKJ h250 wide). The audit's L0 (gate opening directly onto carriageway / unresolvable) falls: across both panoramas the frontage is clearly set back behind a wide unpaved dirt forecourt where uniformed students gather off the carriageway, and a metal railing/fence runs beside the shop. That is a minimal setback plus partial barrier = L1, not L0. It does not reach L2 (clear setback or railing giving off-carriageway assembly space) because the forecourt is informal unpaved ground shared with parking/construction and the actual gate opening stays occluded; built form only supports L1 at MED confidence. Blind read's L1 stands.
