The full reasoning

The two reads disagree; decided from the gate-wide and gate-zoom frames of both panoramas. The frontage has a wide gravel/earth setback apron (deep enough to hold perpendicularly parked cars) between the carriageway edge and a continuous masonry-plinth picket fence with blue railing and gate running the full frontage. That built setback plus continuous railing gives clear off-carriageway assembly space = L2. The audit's L1 fell: its downgrade rested on parked two-wheelers/car occupying the strip, but parked vehicles are a momentary condition to be ignored under built-form-only scoring, and the built setback and railing are plainly present. No separate marked pedestrian opening is resolvable in the zoom and no continuous rail gate-to-crossing exists (there is no crossing), so not L3; no marked pick-up/drop-off bay, so not L4. Two independent consistent vantage points support HIGH confidence.
