Disagreement (audit L1 vs blind L0) decided by paczcWSGZXDJ_h204 and the gate_wide frame. paczcWSGZXDJ_h204 shows a built curbed tree-pit/planter and patches of paved apron in front of the shop row, evidence that footpath surface exists in places; but it is broken and gives way to bare dirt/parking over most of the frontage, and the road-view side is an undeveloped earth shoulder. Arterial (Collector+) requires a raised footpath, which is absent/discontinuous rather than wholly non-existent. That is L1 (exists but broken/blocked along most of frontage), not L0.
