Only what the imagery could actually resolve is scored (79% of the rubric here); the rest is left uncounted rather than guessed. A road with full protective infrastructure scores near 100.

Five things we checked — and the photo behind each

Each check was read once, then verified blind by a second reader on a separate account. The photo each finding came from sits right beside it. Tap “see how this was judged” for the full reasoning.

✕
Slowing traffic downP1 · Physical speed control

Nothing slows traffic at the gate

No speed hump, table or rumble strip on the approach — vehicles reach the gate at full speed.

The full reasoning

No hump, table, rumble strip or transverse bar marking anywhere on the frontage or on either approach. Carriageway is plain bituminous with a dust film, uninterrupted across the full width in every frontage view; both approaches are clear and unobstructed well beyond 30 m from the gate, which is the stretch L3 would test. The red plastic water-filled barriers standing outside the gate are movable and not scored. Frontage road beyond roughly 80 m in each direction is not directly observed (the far traverse panoramas sit on adjacent lanes, not on this street), and the Street View near-field mask hides a short strip of surface in each frame, though overlapping panoramas cover those strips.

No crossing of any kind. The carriageway carries no paint at all - no zebra, no stop line, no faded remnant, no centre or edge line - across the whole observed frontage and both approaches, in dry bright 2026-04 imagery where paint would read clearly. No refuge, no island, no signal head. Surface immediately outside the gate is dusty asphalt running straight into an unpaved shoulder. Observability held below the P1 value because crossing paint stays legible only to roughly 40 m, so the outer parts of each approach are not assessable for faded remnants.

◑
Walking without stepping into trafficP3 · Footpath & separation

A broken walking edge

A walking edge exists but is broken or blocked for most of the frontage.

The only level disagreement, and my own blind read falls. Decided on 7JK82nwghP-y_h297_f90_trav.jpg and onfMei6Jb0P7_h155_f90_gate_wide.jpg, re-examined. In the first, a raised concrete margin runs along the base of the school compound wall north-west of the gate; on re-examination it is wider than my blind read allowed - roughly 0.6-1.0 m rather than 0.3-0.6 m - it sits at kerb height, and four uniformed children are walking along it in single file while a fifth walks on the carriageway beside them. That is a built raised walking edge in actual use, not merely a wall plinth, and my blind read dismissed it wrongly. In the second, that margin is absent across the gate frontage itself, where the school-side apron is bare earth continuous with the carriageway at grade; GxuyZmyGQbIh_h120_f90_road.jpg shows the margin resuming south-east of the gate with a power pole planted in it. Provision therefore exists on the school side but is interrupted at the gate and obstructed by a pole - permanent causes - which is exactly L1, 'exists but broken/blocked along most of frontage', and short of L2, which would require a continuous usable edge on one side. The audit reached the right level on partly unsound reasoning, which is corrected here: it credited private shopfront plinths and entrance steps on the opposite side as walking edges when those are building thresholds at differing levels, and it cited UOdEDX75Gg9f_h098 (45 m away on a back lane) and Ac3z6Yg2TVbP_h085 (149 m away on a different commercial street) as frontage evidence. The real support for L1 is the school-side margin, which the audit note does not identify. Confidence MED, not HIGH: the margin's width, height and continuity are read from a single oblique view at moderate resolution and its extent south-east of the gate is partly inferred. Observability settled at 0.75 against 0.7 audit and 0.85 blind; the gap is accounted for by two segments - the frontage road edge beyond roughly 80 m north-west and south-east, which no panorama on this street images (the far panoramas sit on adjacent lanes), and the ground plane immediately at the gate, where parked two-wheelers occlude the surface in both wide views, though a built level change would still read behind them.

One school warning sign: a pole-mounted blue backing plate carrying a red-bordered triangular warning symbol over a legend plate reading 'School Ahead', on the north-east side of the street about 29 m north-west of the gate, facing traffic approaching from the north-west. Standard blue/white/red faces, not fluorescent yellow-green. No equivalent sign found facing the south-east approach in any view down that side, so L2 is not met. No speed-limit sign and no carriageway speed stamp anywhere, so no speed value to record. No 2023-identity asset: no transition or zone-start sign, no red-white school-zone carriageway markings, no beacon hardware. The boards on the compound wall are school notice and information boards, not traffic signs. Confidence MED - the sign is read from a single view; sign faces turned away from the camera and the outer parts of the zone cannot be assessed, hence the reduced observability.

Built form gives off-carriageway standing room: the gate leaves sit recessed roughly 2 m behind the compound wall line inside an arched portal whose piers form the edge of the recess, and beyond that an unpaved shoulder of roughly 2-4 m runs to the carriageway edge. People are visible standing in the gateway recess and in front of the wall, clear of the travelled way. L3 not awarded: in both zoom frames the openings resolve as the vehicular IN and OUT leaves with people passing through the same leaves, and no dedicated pedestrian wicket can be confirmed to the HIGH standard L3 requires; there is no continuous railing from gate to any crossing, and no crossing exists. Caveat for the reviewer: the setback is unpaved and undelineated with no kerb, so the assembly space is continuous with the running surface and is not physically protected. Red plastic barriers and the A-frame board are movable and not scored.

What must be fixed · 5 actions

What would make this road safe — and who owns each fix

Each action maps to a failing check, the relevant IRC:SP:32-2023 clause, and the responsible agency. Agency labels are provisional and correctable through the dispute channel.

01Lifts P1

Install a speed table or twin speed humps within 30 m of the gate

IRC:SP:32-2023 §5.13 · Table 5.1MCD / PWD · provisional

Speed humps near schools roughly halve child-pedestrian injury odds (Tester 2004); 30 km/h calmed zones ≈ 40% fewer casualties (Grundy 2009).

02Lifts P2

Mark a crossing within 20 m of the gate — table-top preferred

IRC:SP:32-2023 §5.4.3MCD / PWD · provisional

Raised crossings cut vehicle speeds at the exact conflict point.

03Lifts P3

Provide a continuous clear walking edge on the school side

IRC:SP:32-2023 §5.4.1MCD / PWD · provisional

A continuous footpath keeps children off the carriageway on the approach, not only at the gate.

04Lifts P4

School-zone warning signs on both approaches with the speed limit

IRC:SP:32-2023 §5.8MCD / PWD · provisional

The zone must announce itself to drivers before the gate.

05Lifts P5

Add space and a marked pick-up bay off the carriageway at the gate

IRC:SP:32-2023 §5.2MCD / PWD · provisional

Children should not step from the gate into a moving traffic lane.

Responsible-agency labels come from the CFI field instrument’s mapping and are correctable via the dispute channel.
